Certified:
To be eligible, the candidate will be required to present current certification from the law enforcement institution/academy they attended. If the certification is not from the State of Iowa, the Police Department will verify with the Iowa Law Enforcement Academy that they will accept the certification
Knowledge of:
Basic law enforcement terminology and concepts. Techniques for dealing with varied groups of people. Standard record keeping and report writing procedures and techniques.
Ability to:

Certified/Lateral transfer
$10,000 hiring bonus to any certified peace officer who has successfully completed the hiring process, accepts a position with the City, and whose certification is from the State of Iowa or a state that the ILEA recognizes and has a reciprocal agreement with.
Payout Schedule:
$5,000 paid on the first payroll check following the successful completion of 30 days of employment.
$5,000 paid on the first payroll check following the successful completion of the 9 month probationary period.
Certified Salary Range:
$30.17 HR- $47.14 HR (effective July 1, 2024)
Effective July 1, 2024:
∙ Completion of 2-4 years of service shall be paid at Step 3: $32.95/HR
∙ Completion of 4-5 years of service shall be paid at Step 4: $35.80/HR
∙ Completion of 5 or more years of service shall be paid at Step 5: $38.46/HR
The work of this class involves responsibility for the protection of life and property, prevention of crime, apprehension of criminals and the general enforcement of laws and ordinates in a designated area or an assigned shift or on special assignments.
- Patrols city streets for crime suppression and provides public service
- Reviews reports, statistics, and other compiled information to determine areas in need of selective enforcement
- Provides inspection services through patrol activities
- Searches buildings, properties, or other structures for contraband, evidence, or wanted persons
- Provides contact with the public during routine patrol engagement
- Handles various types of incidents coming to his/her attention either as a called for service or request from the public while on patrol
- Provides traffic supervision as called for service or comes to his/her attention while on patrol
- Conducts criminal investigations for case clearance and/or solution
- Collects, handles, stores, preserves, & examines evidence of all types
- Participates in the training program of the department
- Engages in Community Relations activities
- Other duties as assigned
Education:
High school diploma or general education degree (GED); or equivalent combination of education and experience which provides the required knowledge, skills, and abilities necessary to perform the work.
Certificates, Licenses, Registrations:
∙ United States Citizen
∙ Must be at least 21 years of age by the day they graduate from the Iowa Law Enforcement Academy (ILEA) or if they already graduated from the ILEA or a law enforcement academy accepted by the ILEA, 21 years of age by their first day of employment with the City of Council Bluffs
∙ Must be able to obtain a Driver’s License from state of residence
Other Requirements:
Must possess a considerable working knowledge of traffic and general behavior laws to effectively enforce regulations and maintain public order. They should demonstrate the ability to react swiftly and calmly in emergency situations, crucial for making sound decisions under pressure. Proficiency in handling firearms and other weapons is essential, as is a willingness to use force when necessary to fulfill their duties. Safe and efficient driving skills are required for patrolling and responding to incidents. Candidates must not have a history of drug or alcohol addiction, ensuring their judgment and performance remain unimpaired. Physical fitness is vital, as evidenced by the successful completion of a physical ability/agility test.
Physical Conditions:
Requires maintaining physical condition necessary for walking, running, standing, climbing, stooping, bending, crawling or sitting for prolonged periods of time as well as lifting and carrying.
